China's record from Mao to Xi runs on two instruments, not one. Here is the pattern — and the reason you should not entirely trust a chronology, including this one.
On Monday morning at a conference centre in National Harbor, Maryland, the Secretary of the Air Force said a sentence people who follow this sort of thing have been waiting two decades to hear. Troy Meink told the room that the United States "now has, on orbit, space-control weapons, capable of defending the joint force against hostile adversaries." Asked afterwards whether he had meant to say it, he confirmed that the phrasing had been, in his words, very well thought out.¹
Nobody was surprised the weapons exist. Everybody was surprised he said so. That gap — between the thing and the saying of the thing — is about to be tested in public, because Xi Jinping is scheduled at the White House on 24 September for the second Trump–Xi summit of the year.²
Two magic weapons
Most chronologies of Chinese power miss the organising fact, which is that there are two instruments running in parallel and they are designed to fit together.
The first is non-alignment. China has exactly one military alliance: the treaty signed on 11 July 1961 by Zhou Enlai and Kim Il Sung, whose Article 2 obliges immediate military assistance if either party is attacked. It was last renewed in 2021 and turned sixty-five this July, marked by a three-day visit from the North Korean premier two months after Xi's first trip to Pyongyang in seven years.³ That is the complete list. Not Pakistan, the self-described iron brother. Not Russia, whose February 2022 "no limits" declaration is described in Chinese as 结伴不结盟 — partnership, not alliance.
Mao tried an alliance once. The Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance was signed in February 1950 for thirty years; by March 1969 the PLA was ambushing Soviet border guards at Zhenbao Island on the Ussuri, an episode that functioned as a flare sent up toward Washington. China let the treaty lapse in 1980 and wrote non-alignment into the line at the Twelfth Party Congress in 1982, where it has stayed through four successors.
The second is united front work — 统一战线 — which Mao in 1939 named one of the three magic weapons alongside armed struggle and Party building, and which Xi revived as a 法宝 before folding the ethnic affairs, overseas Chinese and religious affairs bureaucracies into the United Front Work Department in 2018. Its operating logic is to locate a restive population with a grievance, offer recognition, and convert the resulting relationship into leverage. This is not an inference drawn from behaviour. It is stated doctrine with an org chart and a budget.
A grievance does not want a treaty. It wants recognition — which is free.
Put the two together and the whole record snaps into focus. Non-alignment is the posture toward states; united front work is the posture toward constituencies, including constituencies inside states and states that feel let down by the alliance system they already belong to. Both accumulate leverage through relationships that impose no reciprocal obligation. Brotherhood is exactly what you offer the aggrieved, because it promises everything and costs nothing.
The conversion runs identically across seventy-five years and four leaders. Note what is absent at every stage: a binding commitment in either direction.
Malaya is the earliest full case. From 1948 the Party supplied the Malayan Communist Party with doctrine and organisational scaffolding, and the insurgency drew its sanctuary, logistics and intelligence from ethnic Chinese squatter populations the colonial administration had never absorbed — a twelve-year war that drained British resources without a single Chinese signature on anything.EAI
TAZARA is the benign-looking version and the more instructive one. Tanzania and Zambia, blockaded by Rhodesia and South Africa, went to Beijing when the World Bank declined. Mao authorised roughly $400 million interest-free and deployed as many as 50,000 personnel, a substantial number of them PLA engineering and signals troops.EAI It bypassed the minority regimes, opened the Copperbelt, and bought a standing in post-colonial Africa that survives today — the line is under a Chinese rehabilitation concession again as of 2025.
The Khmer Rouge is the version nobody wants to look at. Beijing supplied the Communist Party of Kampuchea with military, economic and political backing from 1970, through the genocide, and onward through the coalition in exile until the 1991 Paris accords, treating it as a bulwark against Soviet-aligned Vietnam.EAI Washington, from 1979, helped — routing aid to the coalition and defending its UN seat, which means the United States spent a decade subsidising the proxy war of a state it now catalogues as an adversary.EAI
And the contemporary case, which is the one to watch: the United Wa State Army. Since 2000, Chinese hardware including FN-6 man-portable air defence systems and PTL02 wheeled tank destroyers has produced a heavily armed autonomous statelet on China's own border, which Myanmar cannot govern and Western diplomacy cannot reach.EAI No alliance. The deniability ladder
The second instrument has an operational grammar, and the design goal is always to stop one rung below the point where somebody has to respond.
Rungs 1–2 are where the doctrine wants to live. Rung 4 is a failure of the posture, not a feature. Rung 5 is what the United States did on Monday, and what China has never once done.
Mischief Reef in 1995 was rung one: concrete-and-steel platforms in the Philippine exclusive economic zone, described as wind-and-rain shelters for fishermen. The maritime militia is rung two by design — state-organised hulls operating as commercial fishermen, specifically to complicate American rules of engagement. Equifax ended at rung four, which from Beijing's side was a defeat: a February 2020 indictment naming four serving officers of the PLA's 54th Research Institute is the precise opposite of deniability.
How to read the record
Single confidence ratings are close to useless, because confidence that an event occurred is almost always high and almost always uninteresting. The live questions are attribution and intent, and they diverge constantly.

Acquisition, which the grievance model does not explain

Proliferation and dependency

The Kissinger problem
Henry Kissinger spent his last years as an AI doomer, arguing that self-learning systems could for the first time target anything anywhere, and pleading for talks on the model of the nuclear arms control he negotiated himself. The fashionable view is that this was naive — Beijing refuses nuclear limitation for the same reasons it will refuse to slow AI, so Cold War analogies are useless.
Half right. The asymmetry logic is real: a freeze ratifies a gap you are trying to close. But the argument treats arms control as a single artifact rather than a sequence. The American–Soviet regime began with a hotline and a test ban in 1963, both products of the Cuban Missile Crisis, then accident measures in 1971 and incidents-at-sea in 1972. Limitation arrived nearly a decade downstream. Declaring the template dead because Beijing refuses the last and hardest step is like declaring marriage impossible because nobody signs a prenup on a first date.
The real disanalogies are worse.

Space is the completed experiment
We do not have to speculate about whether these two can build restraint in a new domain. They already tried in one, with none of AI's excuses, and it failed in six moves.
The regime died of verification impossibility and definitional ambiguity so severe that a maneuverable satellite with a robotic arm is indistinguishable from a co-orbital anti-satellite weapon. Both pathologies transfer directly to AI.
Meanwhile the domain is filling. China is targeting something like 140 launches in 2026, has put more than a thousand satellites up over the past decade, and is flying experimental craft that perform on-orbit manoeuvres of exactly the kind that cannot be distinguished from counterspace rehearsal.EAI When a government concludes no regime is achievable, it stops proposing and starts signalling. That is what Monday was, nine days before a summit at which the Treasury Secretary has confirmed AI is on the agenda.
Now the part where I undercut my own essay
Everything above is accurate, checked, and stripped of the claims that do not survive scrutiny. And reading it straight through will still give you a belief the evidence does not support: that all of it is one thing, executed by a continuous intelligence. The coherence is substantially an artifact of the format.
Four ways a chronology lies while telling the truth
- No base rate. Compile any great power's coercive conduct across seventy-five years and you get an indictment. That is a property of the method. The united front is not even distinctively Chinese — the Comintern ran it, and so did Washington with the mujahideen, the Contras and Radio Free Europe. What is distinctive is institutionalisation: a permanent Party organ with a name and a budget, operating continuously since the 1930s rather than improvised per crisis.
- The frame does not cover the record. Grievance cultivation explains Malaya, TAZARA, Cambodia and the Wa superbly. It explains Aksai Chin, the Paracels and the Spratly reclamation not at all, and it explains Titan Rain, OPM and Volt Typhoon less than that. Any thesis that swallows everything has stopped being a thesis.
- Survivorship. There is no column for operations that failed, were deterred, or were abandoned, and there were many. An unbroken record of success is what you get when failure is not a category.
- Five leaders, one voice. Mao's China and Xi's China agreed on very little. Listing their acts together silently asserts a continuity of intention that would have to be demonstrated separately, and usually cannot be.
The parable is Linwei Ding, the Google engineer who took the AI supercomputing material. For two years his case anchored every argument about Chinese technology theft. In January a jury convicted him on seven counts of economic espionage and seven of trade-secret theft; on 20 August, Judge Vince Chhabria vacated all seven espionage counts, finding insufficient evidence that Ding knew or intended his conduct to benefit the Chinese state. He was sentenced on 1 September to twelve months less a day.⁵ A court looked directly at the state link and could not find it — and the entry still reads as state action until you stop and check.
Same with the $312 billion figure circulating all year: that is the aggregate flagged across 137,153 suspicious activity reports between January 2020 and December 2024. Suspicion filings, not findings, not laundered volume — and Treasury characterises these networks as professional criminal enterprises serving Mexican cartels, making no state-direction finding.⁶ And Canada's Hogue Commission, after fifteen months, found interference occurred, did not alter the 2019 or 2021 results, produced no evidence of traitors in Parliament, and identified India as the second most active interfering state.⁷
None of that makes the record benign. It makes it a record rather than a thesis.
What to watch on 24 September
Bargained concessions are not coming; nobody trades away a position they are still improving. But the convergent space — where both sides want the same thing for their own reasons and neither concedes anything — is not empty.
Three things, in ascending order of unlikeliness. Crisis communication machinery for AI incidents, which is the 1963 hotline move and costs nobody anything. Any extension of the November 2024 language on human control of nuclear launch decisions, the one place both militaries have already agreed in principle. And any joint statement on model weights leaking to third parties, where Beijing's interest in regime stability and Washington's in nonproliferation point the same way.
What you should not expect is a cap, a freeze, or a pacing agreement. And if you catch yourself reading that absence as further proof of a seventy-five-year plan, go back and read the box. Sometimes the simplest explanation for a state that never commits to anything is that it has a doctrine against committing to anything.
Everyone is a brother. Nobody is an ally. That has been true since 1982, and it will still be true on the twenty-fifth.
