I. A question three years late

On October 6, 2026, the eve of the third anniversary of the deadliest day in Israel's history, Mehdi Hasan sat down in front of a camera at Zeteo and asked a question that, by any normal standard of journalism, should have been asked and answered in the winter of 2023: how many of the people who died on October 7 were killed not by Hamas, but by Israel's own forces acting under a doctrine called the Hannibal Directive? He did not answer it with leaks or speculation. He answered it with Israeli newspapers, Israeli army inquiries, a UN commission, and the Israeli defense minister who ran the war.

Let me say plainly what this essay is and is not. It is not an argument that Hamas did not commit October 7. Hamas-led fighters killed roughly 1,200 people and dragged 251 into Gaza, and the UN's own Commission of Inquiry documented deliberate killings of civilians in every community they attacked. Hasan says the same thing in his piece: Hamas "clearly killed hundreds of Israelis" and must answer for it. [Zeteo] [NewsCord]

This essay is about something else. It is about an order that Israel's own press reported, Israel's own former defense minister confirmed on television, and a UN body put in writing — and that most of the Western newsrooms Americans and Britons rely on still have not named in their own reporting.

II. What the directive is

The Hannibal Directive was drafted in 1986, after soldiers were captured in Lebanon and later traded in prisoner swaps Israel regarded as ruinous. Its core instruction, as Haaretz reported years ago, is that "during an abduction, the major mission is to rescue our soldiers from the abductors even at the price of harming or wounding our soldiers." [Common Dreams] The full text has never been published. In army slang its logic is often rendered more bluntly: a dead soldier is better than a captured one.

It was officially cancelled in 2016. [Telegraph] Keep that date in mind.

III. The day before the day

The Hannibal story sits on top of an earlier one: October 7 was not a bolt from a clear sky. The reporting here is recent, much of it broke in Israeli media in September 2026, and parts of it are denied. So it is worth separating what is established from what is alleged.

Alleged, reported by multiple outlets, denied by Netanyahu:

  • The UAE call. On September 8, 2026, Haaretz published an investigation, drawn from the book "Hostages: 843 Days of Abandonment" by Shlomi Eldar and Ruth Yuval, saying UAE President Mohamed bin Zayed phoned Netanyahu about ten days before October 7 and warned him for roughly 45 minutes that Yahya Sinwar was planning a major operation. None of Israel's security chiefs were briefed. [i24NEWS] [ABC Australia] Axios reports that three sources confirmed the call and that the New York Times confirmed the story; NPR spoke to four people with direct knowledge. [Axios] [NPR]
  • The Egyptian visit and call. The Atlantic reported that Egypt's intelligence chief, Abbas Kamel, flew to Ben Gurion on September 26, 2023 with a warning that Hamas was mobilizing and that "Gaza is going to blow up in your faces." The Wall Street Journal reported that Kamel later phoned Netanyahu directly. [The Atlantic] [Times of Israel]
  • Sinwar's own message. A Palestinian mediator told NPR that on September 14, 2023, Sinwar dictated: "By the end of September, we will put cards on the table. There will be an earthquake in the negotiations." [NPR]
  • Military intelligence. The former head of military intelligence, Aharon Haliva, says he warned the government in writing three times. [PBS]

Disputed: Netanyahu's office calls the UAE report "an absolute lie," denies ever speaking to Kamel in that period, and has filed a NIS 2.6 million defamation suit against Israeli media groups and journalists. [Jerusalem Post] A former Mossad diplomacy chief says he never heard of the Kamel visit. [Israel National News] An Emirati official denied the UAE president warned Netanyahu personally. [Jerusalem Post] Netanyahu's own account is that his security chiefs failed to wake him. [BBC]

What the warnings were not. The Atlantic is explicit: most of the warnings contained no date, target or method, and most pointed to conventional attacks such as rocket fire. [The Atlantic] This essay does not claim anyone knew what was coming. The documented failure is not that someone knew. It is that repeated, converging warnings from regional intelligence services appear not to have reached, or moved, the people responsible for the border. Whether that was negligence or something worse is a question for the independent inquiry that Netanyahu's government has resisted. This essay does not claim the attack was allowed to happen. It claims the attack was warned about, and then the Israeli response to it was concealed.

That is the first half of a pattern. The second half is what Israel's forces did once the attack began.

IV. The day, by the clock

What follows comes from a July 7, 2024 Haaretz investigation built on IDF documents and testimony from soldiers and mid-level and senior officers, and confirmed to the paper by a "very senior" IDF source. [Common Dreams] [Antiwar.com]

  • 6:43 a.m. — Gaza Division commander Brig. Gen. Avi Rosenfeld declares "the Philistines have invaded," the code that grants extraordinary authority, including heavy fire inside Israeli territory. [Global Research]
  • 7:18 a.m. — A kidnapping is reported at the Erez crossing. Division headquarters: "Hannibal at Erez. Dispatch a Zik." A Zik is an armed drone. [Wikipedia]
  • 7:41 a.m. — "Hannibal at Erez" is ordered again. Hannibal procedures are also initiated at the Re'im base and the Nahal Oz outpost. [WSWS]
  • 11:22 a.m. — A message across the Gaza Division network: "Not a single vehicle can return to Gaza." [Al Jazeera]
  • 11:59 a.m. — Southern Command orders any withdrawal stopped "at any cost." [NewsCord]
  • About 2:00 p.m. — According to a Southern Command source, a new instruction was meant "to turn the area around the border fence into a killing zone, closing it off toward the west." [Wikipedia]

That same source told Haaretz: "Everyone knew by then that such vehicles could be carrying kidnapped civilians or soldiers... I can't say there was a clear instruction, but everyone knew what it meant to not let any vehicles return to Gaza." [Wikipedia]

Haaretz was careful. It said it did not know how many people were hit because of these procedures, "but the cumulative data indicates that many of the kidnapped people were at risk, exposed to Israeli gunfire, even if they were not the target." [Global Research]

Six months earlier, Ronen Bergman and Yoav Zitun at Yedioth Ahronoth had reported that from midday the army "instructed all its fighting units in practice to follow the 'Hannibal Directive', although without clearly mentioning this explicit name" — and that some 70 vehicles were destroyed by aircraft and tanks on the way to Gaza. V. The names

Doctrine is abstract. These are not.

Efrat Katz, 68, of Nir Oz. At about 11:30 a.m., minutes after "not a single vehicle," an IDF attack helicopter fired on a tractor-trailer carrying Nir Oz residents toward Gaza. The army's own April 2024 finding: the helicopter "fired at a vehicle carrying terrorists, which in hindsight, according to testimony, also carried abductees... and apparently Efrat Katz." The Air Force found no fault in the crew, "which acted according to orders." A March 2025 IDF inquiry confirmed helicopter fire killed her. [NewsCord]

The house of Pessi Cohen, Kibbutz Be'eri. Some 40 militants held about 15 hostages there. Late in the afternoon, Israeli tanks fired shells at and near the house. Thirteen hostages died, among them 12-year-old twins. The UN Commission of Inquiry found that Israeli tank fire killed "some or all" of the 13. [UN COI report] [Telegraph] The IDF's own inquiry reached the opposite conclusion: it judged the decision "professional and reasonable," said most hostages were likely murdered by the militants, and found tank shrapnel killed one man outside the building, Adi Dagan — while noting that "further inquiries... are necessary." [IDF] [Times of Israel] Those further inquiries have not been published. [NewsCord] The two survivors testified the house was shelled. [The JC]

The commander, Brig. Gen. Barak Hiram, told The New York Times he had ordered the tank "to break in, even at the cost of civilian casualties." [The JC]

Dikla Arava and Tomer Arava Eliaz at Nahal Oz; Tom Godu at Kissufim, whose widow was told 562 days later; Dani Aloush and Tal Danieli, electric company workers mistaken for attackers. These come from IDF investigations and Israel's own memorial records, which together attribute 13 deaths between October 7 and 9 to Israeli fire — and that list does not include the Be'eri hostages. In June 2024 the UN Commission of Inquiry, led by former UN human rights chief Navi Pillay, put it in one sentence: "In several locations ISF applied the so-called 'Hannibal Directive' and killed at least 14 Israeli civilians." [UN News] [UN COI report]

And on December 12, 2023, the IDF decided its ground forces safety department would not investigate the "immense and complex quantity of incidents in the kibbutzim and moshavim." The same day, an N12 correspondent reported the army's own assessment that a "considerable percentage" of those killed had died by Israeli fire. [NewsCord]

So we do not know the number. The army chose not to find out.

VI. The minister

In February 2025, in his first television interview after being fired, former Defense Minister Yoav Gallant was asked on Channel 12 whether the Hannibal order was given. The interviewer, Amit Segal, explained to viewers that it means shooting to kill when a vehicle contains an Israeli hostage. Gallant did not dispute that. He said:

"I think that, tactically, in some places, it was given, and in other places, it was not given, and that is a problem." [NDTV] [Electronic Intifada]

Read the last clause again. His complaint was not that it was used. It was that it was used unevenly.

This was the man in charge of Israel's military on October 7, saying on prime-time Israeli television that an order to fire on vehicles carrying Israelis was issued. If an American defense secretary said that about an American day of catastrophe, it would lead every broadcast for a week.

VII. The silence, counted

On the third anniversary, NewsCord counted how often major Western outlets had named the Hannibal Directive in their own reporting since October 2023. [NewsCord]

  • BBC: zero. Its last mention was July 2015.
  • The New York Times: zero. Its last mention was June 2016. It did print Hiram's "even at the cost of civilian casualties" quote in December 2023 — about 150 paragraphs into the story, per FAIR.
  • CNN: zero staff articles. A guest said the words on Amanpour in April 2024.
  • Reuters, AP, Sky News: zero.
  • The Guardian: four items, per NewsCord: one comment piece (October 2023), one news report (July 7, 2024) and two newsletters (July 8, 2024). How prominently they ran, how they were headlined, and whether any other outlet picked them up is not established here. That audit belongs in Part Two.
  • Haaretz (English), for comparison: at least four, in headlines or opening lines.

To be fair to the record: the silence was not total. The Guardian published. The Telegraph covered the UN finding. [Telegraph] Australia's ABC ran a substantial investigation in September 2024. [ABC Australia] One news report in three years is not silence, but it is not a story that traveled. The outlets that set the agenda for American and British audiences — the wires every local paper draws from, the BBC, the Times, CNN — did not do the basic thing: name the order, report the defense minister's admission, ask how many.

The same study found that of 144 articles in its sample carrying false atrocity claims from the first week, not one has been corrected or taken down. [NewsCord] The beheaded-babies story got a front page. The order to stop every vehicle got nothing.

VIII. Why the silence was not neutral

Here is why this matters beyond a correction box.

In October 2023 and for years afterward, Netanyahu framed October 7 for Americans with one comparison: proportionately, "20 9/11s in one day." He said it in October 2023. He said it to a joint session of Congress in July 2024, to standing ovations, along with the claim that Hamas "burned babies alive." He said it again at the UN last month, recalculated as "16 9/11s." The analogy did a job. It told Americans: you know how you felt; you know what you did; do not lecture us. It moved the conversation from what happened to what was owed in return. And once a horror is placed in the 9/11 category, questions about its details start to sound like trutherism.

That is exactly why the Hannibal story was hard to run, and exactly why it had to be run. A press that accepted the 9/11 frame owed its readers the whole picture of the day the frame described — including the part the state that invoked it had reasons to keep quiet. It did not deliver that. What followed in Gaza was argued, approved and armed on the strength of an account of October 7 that left out an order the defense minister has since confirmed.

The cost of that frame is now measurable. Gaza's Health Ministry reports 74,254 people killed since October 7, 2023, including 1,471 since the October 2025 ceasefire. The ministry does not distinguish civilians from fighters; it says women and children are around half of the dead. [Gaza Health Ministry] [NBC News] Those who ran the targeting have described the arithmetic themselves. In the Venice documentary NAZA, 24 Israeli military and intelligence insiders describe "collateral damage" allowances, in Hebrew nezek agavi, built into strike decisions. [NPR] [Reuters] The IDF rejects the film's central claims, including that a strike was ever approved with about 500 expected civilian deaths. [JTA] The film's allegations are testimony, not adjudicated fact. They belong in the record next to the denial.

IX. The mirror

So here is the analogy, stated precisely, because it only works if it is precise.

Imagine that on September 11, after the hijackers struck, the Pentagon had issued an order to shoot down any plane heading for a target, whoever was aboard, and that some Americans died by American fire in the chaos. Al-Qaeda's guilt would not shrink by a single life. But imagine the Washington Post and a few local papers dug out the orders; a former defense secretary admitted on network television that they were given "in some places"; a UN commission named victims; the Pentagon decided not to count. And imagine the BBC, Reuters, the AP and every major foreign broadcaster said nothing for three years — while the president told every parliament on earth that the day was "like twenty Pearl Harbors" and asked for a blank check.

We would not call that coverage. We would call it a cover.

Israeli journalists — at Haaretz, at Yedioth Ahronoth, at Ynet and Channel 12 — did their jobs, under wartime pressure, in their own country. The question for the next essay is why so much of the Western press, which is far freer to ask, did not.
