Updated BRIEFING 02: WATER & HYDRO INFRASTRUCTURE
While preparing this Briefing, I learned a lot I didn’t know. The most urgent problems are listed below. Ogallala Aquifer is being depleted in Kansas and Texas by overdraft (meaning they are withdrawing more water from the aquifer than it can naturally replenish). Similar problems are affecting the Colorado Basin where 7 States are fighting over water and if they cannot agree it will be decided by Interior in December. That will then lead to multi-year court battles and consultant and legal fees. Also there are UN treaties with Canada that were signed in 1975 or so about cloud seeding for rain. There are also agreements with Canada about not withdrawing water from the Great Lakes etc that were probably signed under the British System. America is not the most popular country in Canada at the moment due to Trumpian bloviation from the man himself and from our ambassador there who is a representative of the man himself. Still, one hopes such things can be negotiated between neighbors. And then of course, are the questions of why America hasn’t bothered to fix lead pipes for tap water and so on. All very interesting. And not something that can be argued with because this is the PHYSICAL REALITY of things not politics or policy.
The New York Times released a headline almost in sync with ours. That’s a first. Our draft below has now been corrected to reflect some of the realities from their article.

Crops need physical acre-feet of irrigation delivered in the exact window of summer photosynthesis.
Cities require continuous positive pressure in underground mains to keep bacteria out and clean water flowing.
It weighs 8.34 pounds per gallon. A single acre-foot — the unit this entire system is measured in — represents roughly 326,000 gallons, or 1,360 tons of physical mass.

What is happening today: signal vs. noise
The margin between generating electricity and losing gravity flow entirely:
Today's physical readings: Lake Mead sits at ~1,040 ft elevation (26.7% of capacity); Lake Powell at ~3,520 ft (23.4%). Combined 7-reservoir basin storage is 31.8% of capacity — 18.7 maf total, down 3.8 maf year-over-year, marking the 4th consecutive year of mandatory Level 1 Shortage cuts.
Two consecutive wet California winters temporarily refilled individual reservoirs. That's weather.
The Colorado Basin and the Ogallala — the foundation of American winter vegetables, dairy, beef, and Southwestern chip fabs — are draining faster than wet winters can refill them.
Drill: the institutional, legal & mechanical chokepoints
A. The 1922 original arithmetic error
The depletion of Mead and Powell is not a sudden climate surprise — it is an arithmetic error codified into federal law.
1922 Compact negotiators divided the river using ~15 years of streamflow data from one of the wettest periods in 500 years — legally allocating 16.5 maf/year (7.5 Upper Basin, 7.5 Lower Basin, plus 1.5 later promised to Mexico under a 1944 treaty).

C. Redundancy reality check: desalination, Canada & treaties
Ocean desalination is a local buffer, not an inland fix. Pumping desalinated Pacific water over mountain ranges to Lake Mead (1,040 ft elevation) demands immense continuous electrical power.
Desalination cannot physically refill the desert interior — the weight and energy cost of pumping it inland is the constraint, not the technology.

WHAT CHANGED IN OUR BRIEFING
Scanning the New York Times report against our Briefing 02, our primary numbers matched the ground truth (Lake Mead at ~27%, Lake Powell at ~23%, 16.5M paper vs. 12M natural acre-feet, 40M people, 5.5M acres, and alfalfa consuming ~50% of the water).
However, the Times piece provides five specific operational, mechanical, and historical details that add critical physical precision and tension to our briefing:
1. The Exact Physical Dam Failure Thresholds (3,490 ft & 3,370 ft)
While we noted the risk to hydropower, the Times graphic details the exact mechanical water-level thresholds for Glen Canyon Dam (Lake Powell) that govern physical flow to the entire Lower Basin (Nevada, Arizona, California):

2. Emergency Cannibalization of Upstream Lakes (Flaming Gorge)

4. The 1957 Historical Datum
The combined storage of Mead and Powell has not held so little water since 1957.
The Historical Context: 1957 was before Glen Canyon Dam was even finished and before Lake Powell existed. That means the modern two-reservoir storage buffer that enabled the entire post-war boom of Phoenix, Las Vegas, and Southern California is operating at a level not seen since the desert was virtually empty.
