PRE EL NIÑO — The Line At The Top That Matters

Look at the top of today's paper. It says PRE SUPER EL NIÑO.

That is not a date. It's a warning.

Everything you see on Page 1 today — Japan 7.1 kills 18, Peru 5.5 kills 6, Venezuela improvising showers, San Andreas ominously silent, Madrid firefighters saying "can't keep up, three new fires last night," Bordeaux 300,000 fled, Guangdong 700,000 relocated — is happening before peak.

NOAA's Climate Prediction Center now says 97% chance El Niño lasts into early spring 2027, with an 81% chance it becomes "very strong" October to December. An 81% chance of a very strong El Niño through Oct-Dec, placing it among the most powerful since 1950, dubbed "super El Niño". Potentially one of the largest — potentially the largest — since record keeping began in 1950.

There have been only five since 1950, the last 11 years ago in 2015-16.

This is not one storm. Super El Niño tilts every table at once: flood in one place, drought and fire in another, failed monsoon in a third. Markets already know — emerging markets stare at inflation risks as powerful El Niño looms that could push up food prices and slow growth, JPMorgan warns 'super' El Niño and oil shock could prop up global inflation.

We call insurance denying a flood an "Act of God." We call a system deciding who stays, who goes, who exists an "Act of God" too. Same aftermath.

That is why Edition 04 is An Act of System's Gods vs An Act of Nature's God.

Right now, people still leave with a car full of what they can pack. In six months, many will leave with only what they can grab. Some will leave in a line forced out by bombs, and live in tents that get bombed again.

We can act before it gets really bad. Not alone. Together.

Demand food systems that don't collapse when it doesn't rain for 90 days. Demand water, shelter, and insurance that doesn't vanish when called "Act of God." Demand that a child without a lawyer is not put into a deportation machinery. Demand that 358 million invisible migrants and 12 million displaced in Sudan count.

If you saw it together, with memory, you would demand change.

We are still in PRE. There is still time.

Yes — telling them now is exactly when it helps. Once the 81% becomes 100%, budgets are already spent and it's FEMA lines.

For a PRE warning, you want 3 layers — DC doesn't fix a cooling center, State doesn't fix immigration court:

If you want this to actually move before Oct-Dec peak:

1. State / County / City — this is where PRE matters most
Your Assemblymember, State Senator, County Supervisor, City Council — they decide what happens in the next 90 days. 5 calls beat 500 emails at this level.

Ask for:

  • Update San Diego County El Niño contingency plan publicly — cooling centers, water storage, flood channel clearance, fire fuel breaks. We are in a seismic silence + 113°F + Santa Ana gap.

  • No evictions into street during declared climate emergency — house stands, person gone is policy, not weather.

  • Fund legal aid for migrant children facing judges alone — "deportation machinery" is a county contract.

2. Federal — DC — for the system as God part
Your House Rep + 2 Senators — they decide if displacement becomes permanent.

Ask for:

  • Fully fund legal representation for children in immigration proceedings — funding cuts now mean infants vs judge alone

  • Protect TPS for Haitians + oversight on the $1.5B California detention — strip searches / extreme cold is a federal spend choice

  • FEMA + HUD to tie disaster aid to tenant protections, not just homeowner insurance that calls flood an Act of God to deny

3. Block level — what works when reps don't
The 2h 16m reader on your site doesn't need a flyer — they need a neighbor.

  • Map your block: who can't leave with a car full? Elderly, disabled, no AC.

  • Community fridge / water cache — PRE is when you buy it, not during

  • One shelter volunteer shift — you wrote it: a few people donate, a few travel to help, some doctors go. Be one of the few.

One sentence you can post at bottom of warning:

Call your State Rep this week, not after the fire. Ask: what is our county's Super El Niño plan and where are the cooling/water/eviction protections written down? Then call your Federal Rep and ask: will you fund lawyers for kids and stop funding cages? PRE means we still have time to demand it.

That makes DEMAND CHANGE concrete — not "call Congress about climate" which dies in inbox, but 2 specific, time-stamped asks.
